It is obtained as a gacha pull — not a guaranteed craft — from the Coin Fruit Dealer (15,000 Cash) or Gem Fruit Dealer (50 Gems) NPCs on Sailor Island in Sea 1, the same dealer system used for Light Fruit and other elemental pulls. Official Discord names 5 moves (Spread Lightning, Bolt, Lightning Dash, Heavy Thunder, Lightning Judgement); exact per-move damage values were not published in the official changelog and are not yet confirmed by any 2nd-source guide.
